CARMEL, Ind. (WISH) – On Monday night, Carmel made a move that one council member called “blighted.”

The area is an undeveloped land near Main Street and Old Meridian in Carmel.

The council approved a bond issue of up to $11.5-million. The money will help with an $80-million retail, residential and hotel project.

The developer will use money from the bonds to extend Grand Boulevard in the area.

Councilors say the bond issue plan has no risk for Carmel. Some of the money raised will go to a city account.
