Dogs in winter cold

“Cold temperatures can be deadly,” explains Darcie Kurtz, FIDO/ Friends of Indianapolis. When you see a dog chained out in the winter cold, in someone’s back yard, with empty food and water bowls, what can you do? Pet Pals TV’s Patty Spitler shares advice from FIDO, Friends of Indianapolis Dogs Outside.  In today’s segment, we learn there is an ordinance against leaving pets outside in cold temperatures. Confronting the owner isn’t always the best plan, there are other routs to helping an animal in distress and we discuss those.
