Police: Suspect arrested in E. 21st Street homicide

INDIANAPOLIS (WISH) – An arrest has been made in connection to the fatal shooting on March 8, according to the Indianapolis Metropolitan Police Department.

Terry Proctor, Jr. 27, of Indianapolis was found with a gunshot wound to the head last Sunday in the parking lot at the 8100 block of East 21st Street.

IMPD homicide unit and members of the Violent Crimes Unit (VCU) have been working to find the suspect who murdered Proctor.

Police announced the arrest of Desmond Hess, 22, in connection to Proctor’s murder on Saturday.

According to police, Hess committed several traffic infractions along the 3900 block of North Shadeland Avenue on Thursday, alerting his presence to police. He temporarily evaded police in a car pursuit, but after getting out and running away on foot police were able to catch up to him.

Hess faces possible charges of murder and resisting law enforcement and is in custody at the Arrestee Processing Center.
