3 charged in $2 million fraudulent lottery claim

INDIANAPOLIS (WISH) – The Marion County Prosecutor filed charges against three people Thursday morning involved in a fraudulent claim of a multi-million dollar Hoosier Lottery prize.

Jackie Parsley II, Ashlee (Campbell) Parsley and Joseph Parsley have been charged in the investigation that began in October 2014.

The three are accused of turning in a bogus $2 million ticket they took from a relative’s liquor store.

Under state statute, citizens cannot purchase or play a lottery ticket from a family-owned store or from a personally owned business.

During the course of the investigation, police said they caught one of the three on camera taking the tickets. They also said cars and a house were seized from the trio during the course of the investigation.

Marion County Prosecutor Terry Curry on Thursday talked about the investigative work that goes into every winning claim.

“They’re required to sign a form under the penalties of perjury, in terms of the circumstances under which they purchased that ticket. In fact, that leads to one of the many, many charges against these individuals,” said Curry.

Parsley’s Liquor is where the trio stole the tickets, and has since been sold.

The three are facing a slew of charges including money laundering, perjury, corrupt business influence and forgery.

Indiana Lottery paid a cash payout of $1.1 million to Ashlee Parsley.

In addition to seizing trucks and a house, police also seized $550,000 from bank accounts.

Investigators said the three appeared shocked when police showed up at their front door.

“I think they were surprised, I think Ashlee was more worried about it. She seemed more upset than Jackie and Joseph, but they were more upset that I was making the arrest,” said IMPD Detective Sgt. Eric Eads.

Police said it was a tipster that led investigators to look into the Parsleys’ background.
