Student thinks Virginia State Trooper went too far during traffic stop

NORFOLK, Va. (WAVY) – A Virginia State Trooper is at the center of an internal investigation after his interaction with a driver was caught on camera.

“You know, I thought I was being punked at first and the conversation continued; it was like man this guy is really out there,” said ODU senior Kevon Robinson.

Robinson was on his way to work New Year’s Day when he was pulled over on I-64 in Chesapeake by State Trooper Issa Ibrahim.

“I was like what in the world could he be stopping me for?” Robinson wondered.

Robinson decided to pull out his cell phone and start recording as Ibrahim walked up to his car.  Robinson called the 10-minute conversation bizarre.

This is the beginning of the exchange:

Trooper: “Let me see your license.”

Robinson: “Is there a reason why I got pulled over?”

Trooper: “Oh, you want me to tell you? You want one or you want bunch?”

Robinson: “I just want a reason.”

Robinson’s inspection sticker was expired.  He says he didn’t know it at the time.

In the video, the trooper goes on to accuse Robinson of being racist.

Trooper: “You hear my accent?”

Robinson: “Yeah.”

Trooper: “You know I’m not from here right, so you see that’s what is messed up for you,” Ibrahim said.  “I was born in Africa.  Do you understand?  Whatever is going on between you and the police in this country, guess what? I’m an immigrant.”

At one point Ibrahim tells Robinson to get of the car and then says ‘just kidding’.

Robinson filed a complaint and State Police began an internal investigation. 10 On Your Side asked about the investigation and we were told the outcome or any part of the investigation is not public record and will not be released.

Ibrahim did end up letting Robinson go with only a warning.

“I will definitely remember for a long time I can say that for sure,” Robinson told 10 On Your Side.  “It’s not something that I like to remember though.”
