Muncie doctor arrested on felony drug charges

MUNCIE, Ind. (WISH) – A Delaware County anesthesiologist is under arrest following an eight month investigation.

Dr. Jose Ramos worked at Indiana University Health Ball Memorial Hospital.

According to the release, Ramos was charged with possession of narcotics, theft and criminal recklessness.

“What I can tell you is that on that date which was October 5th of last year, there were seven medical procedures that he participated in,” Delaware County Deputy Prosecutor Zach Collins said.

Collins said they know of at least two patients that were under Ramos’ care when he was under the influence. The probable cause affidavit states that a nurse told hospital management that Ramos was “drowsy” and not “making eye contact” during medical procedures.

“With the exception of marijuana, which was found in his system, also found in his system were opiates.” Collins said

IU Health Ball Memorial Hospital officials would not comment on the case but did tell 24-Hour News 8 that they are “co-operating with the investigation.”

Prosecutors said that hospital staff also found hypodermic needle caps in a restroom that Ramos consistently used between patients.

“He appeared in her opinion to be under the influence, groggy, avoiding eye contact, slurred speech, was not giving a full accounting or detailed report as to that patient that had just come out of surgery.” Collins said.

Prosecutors said that Ramos did not have a criminal history and had been employed by IU Health since 2013.

He was arrested at his home in Fort Wayne. The judge that found probable cause for the arrest of Ramos issued a condition that if he is released on bond, he is not to “engage in any practice of medicine.”
