MUNCIE, Ind. (WISH) — A Delaware County jail officer has been fired after a video showed him drawing a gun and threatening a man in November.

According to the county sheriff’s office, Jerry Shaner’s case has been forwarded to the county prosecutor’s office for review.

A video by a witness showed Shaner placing his foot on the back of Kenny Watkins. He can be heard yelling “put your hands behind your back.” The incident occurred in a commercial area in the 600 block of Tillotson Avenue.

Muncie police, who responded to the scene, said jail officer Jerry Shaner’s daughter said a man was peeking into her windows and walking around her house. A neighbor said the man was trying to open car doors, according to police.

“You picked the wrong (expletive) house to try to get into,” Shaner yells in the video. “Turn over.”

Sheriff Ray Dudley and Andrew Draper, a local pastor, are beginning to form a civilian review board of community leaders who will oversee the conduct of sheriff’s office personnel during the performance of their duties.

All personnel will also be required to undergo training in diversity, cultural awareness and implicit bias.
