Police believe man overdosed then crashed car near south-split

INDIANAPOLIS (WISH) — Police believe two men got high on heroin, got into a car and drove it along busy I-65 before crashing.

It happened Wednesday morning around 10:45 a.m. on the East Street on ramp near the south-split. When police arrived the men were unconscious, not from the accident, but from the drugs investigators believe. Medics revived them using Narcan. The accident has made neighbors uneasy.

Keeping the neighborhood clean is important to Mo Hogue, “If you want it clean, clean it yourself. So, that’s what I’m doing. It’s too many leaves and they’re off the trees and time to clean it up.”

But even after the leaves are bagged, there’s still more work to do; something that can’t be done with a rake or broom.

“I come in from work, come up the ramp and I almost hit the tow truck because it was sitting across the road,” Hogue said.

He witnessed the aftermath of the crash. On the scene there is a trail of skid marks that lead to the smashed in fence. Police say the driver, 38-year-old Juan Ramirez and his passenger were likely high on heroin.

“To think that you’ve got people all around you who, one of them may be so totally out of it, they could swerve over into you and kill you or family. It’s pretty daunting,” said Dan Bolin of Indianapolis.

They didn’t kill anyone, but almost killed themselves according to police.

“If we aren’t able to pursue rehabilitation with some of these people, we certainly need to incarcerate them so that we can get them off the highway,” said Bolin.

Off the highway, so neighbors like Mo, can focus more time on the things that should be most important, like sweeping streets.

“I’m tired of looking at it. This street has never seen a street cleaner,” he said.

Medics rushed both Ramirez and his passenger to Eskenazi Hospital. They were not seriously injured. Police arrested Ramirez for OWI. He was wanted in Boone and Hendricks counties for several charges including burglary.
