Dad confronts man accused of taking upskirt photos at Target store

CYPRESS, Calif. (WCMH) — A man suspected of taking up-skirt photos of women has been arrested, thanks to the help of an alert bystander.

“What caught my attention, when he got close to my daughter it was in the camera mode,” said Ismael Duarte.

When a California dad noticed a man approach his 15-year-old daughter in a Target store, he noticed he had a phone held low pointed up in the direction of her skirt.

He blocked him from getting close.

Minutes later, Duarte saw the man strike again. This time, the man was bending down and apparently recording video up another woman’s skirt.

Security cameras captured the confrontation.

Duarte kicked the phone away from the suspect, identified as 29-year-old Jorge Ibarra.

“My husband was basically on top of the guy and asking him to give him his phone. He wouldn’t,” said Duarte’s wife.

Duarte and his wife chased after the man, snapping pictures of him and his license plate. It was more than enough for police to catch him.

Target security videos show Ibarra placing his cell phone on the ground near other woman in the Target store the same night. He is also suspected of the same thing at another area Target store.

Ibarra was arrested and charged with invasion of privacy.
