City reaches settlement agreement in wrongful murder arrest

INDIANAPOLIS (WISH) — A man who was wrongfully arrested and held for a 2010 murder settled a lawsuit against Lesia Moore and the city of Indianapolis.

Carlos Starks filed a lawsuit in July 2012 for violations of his constitutional rights and malicious prosecution. The case was settled on April 28. A release sent out Saturday stated the case was settled “without any admission of liability on the part of the defendant.”

Starks was wrongfully arrested for the murder of Douglas Craft on July 20 2010. Craft was found murdered at the Whitfield Square Apartments.

Murder charges against Starks were dropped after the Marion County Prosecutor’s Office found “evidentiary problems”.

The release also stated that the City of Indianapolis supports Starks’ expungement of his arrest for murder.
