Valencia failed to stop at a stop sign and hit the car Cristobal De La Rosa, 35, was driving on County Road 200 West. Valencia’s truck rolled over and the De La Rosa’s car was thrown into a nearby fence.

Victor was later arrested in the city of Frankfort. Mink said both men were booked into the Clinton County Jail on a preliminary charge of resisting arrest.
