Docs: Man dropped pants to ankles, fondled himself in front of young girls on street

INDIANAPOLIS (WISH) — A man with past convictions for public indecency has been charged for allegedly pulling down his pants and masturbating in front of two juvenile girls.

Jasper Williams, Jr., 41, faces two felony and two misdemeanor charges in the case.

According to court documents, a mother flagged down an officer in the 600 block of North Jefferson Avenue just before 2 p.m. on April 2. The mother told an Indianapolis Metropolitan Police Department officer Williams had masturbated in front a 12-year-old girl and an 11-year-old girl, one of them her daughter.

“They come running in and told me that there was a man who had been looking at them from across the street and was like shirt up, pants down,” said Amanda Wilkerson. Wilkerson’s daughter and a friend were playing on the front porch when the incident happened.

She pointed the officer at the man, who could be seen walking down an alley toward Washington Street.

Another woman that lives on the street came out and told an officer that she was outside smoking when she also saw the act.

“He looked this way and saw I was coming down my stairs after him and he finished what he was doing, pulled his pants up and ran away,” said Kris Phillips, a neighbor.

She said she had never seen Williams in the area before. She was able to give police a description of the man. Officers then found him in a nearby alley.

“Just to see that anywhere is just terrible, but then to see these two innocent girls being… you know, why he is doing it, is just awful,” said Phillips.

Wilkerson says she credits her 11-year-old daughter for being alert and coming inside to let her know that something wasn’t right.

“It was definitely traumatizing and disturbing, but I was just really proud of how well she handled it and because she was a quick thinker and made some really good choices we were able to hopefully keep some other people safe,” said Wilkerson.

Online court records show Jasper Williams has prior convictions for prostitution, drug possession, trespassing, theft, public indecency and public nudity.

Williams had an initial court hearing Thursday where indigent counsel was appointed at county expense.

He’s back in court on April 12 for a bail review hearing.
